With over 18 years of combined experience in personal injury law and insurance, Frank brings a deep understanding of how to combat the systemic biases that often favor insurance companies. He is committed to securing the highest possible compensation for his clients’ injuries and losses—whether for bodily injury, property damage, or wrongfully denied benefits. Frank’s practice includes automobile accidents, premises liability, wrongful death, medical malpractice, aviation disaster, and insurance bad-faith claims.
Frank’s passion for justice is rooted in his extensive background in negotiating injury claims, medical liens, subrogation, and complex liability disputes. Before joining Carpenter & Zuckerman, Frank served as lead counsel at another personal injury firm in Washington, where he managed over 220 active cases at a time. He led a team of legal professionals and personally handled all aspects of litigation—from case evaluation and pleadings to depositions, mediations, and trial. His practice covered a broad range of civil litigation, including wrongful death, aviation disaster, and premises liability cases. In addition to litigating cases, Frank has extensive experience training and mentoring legal staff, creating efficient systems to streamline case management and elevate team performance.
Prior to practicing law, Frank spent over a decade at a large insurance company as a claims specialist. There, he managed hundreds of claims at a time and developed advanced expertise in liability analysis, insurance coverage disputes, and intercompany arbitration. His insider experience gives him a decisive edge when negotiating against insurers who attempt to deny or delay rightful compensation.
Born and raised in Portland, Oregon, Frank resides in Issaquah, Washington, with his wife and their two sons. Outside the courtroom, he enjoys coaching his sons’ sports teams, spending time with family, and staying active at the gym.
Education
Frank earned his Juris Doctor from Seattle University School of Law in 2019 while working full-time and supporting his family, exemplifying his strong work ethic and commitment to justice.
In 2004, Frank earned a Bachelor of Science in Sociology from Oregon State University, where his interest in systemic inequality and social justice first took root. He is fluent in Korean and proudly serves a diverse clientele with respect, empathy, and cultural understanding.
